These amendments were proposed by Metropolitan Onufriy of Kiev heading the Ukrainian Orthodox Church. All the Council’s participants voted for the amendments unanimously.

In accordance with these amendments, the center of the Ukrainian Orthodox Church is located in Kiev. Besides, the text emphasized total legitimacy of the Supreme All-Church Court over the whole Russian Orthodox Church apart from the Ukrainian Orthodox Church.

Earlier Metropolitan Onufriy addressed the Bishop’s Council with a request to reflect in the Russian Orthodox Church Charter the decision of the Bishop’s Council of 1990 that Ukrainian Orthodox Church was an independent and autonomous self-managing organization.

He has commented that today some social and political forces in Ukraine are attempting to discredit Ukrainian Orthodox Church. They are speculating on its so-called dependent status. To avoid such speculations directed at destruction of Ukrainian Church’s authority for millions of Ukrainians it seems necessary to underline its special status, the archbishop of the Ukrainian Orthodox Church summoned up.
