Council of Europe called on Kiev to attract minorities to discussion of language law

The agreement on friendship, cooperation and partnership between Moscow and Kiev ceases to be valid from April 1 not because of the fault of Russia, as Kiev is trying to assert, Russian Ministry of Foreign Affairs stated. 

Ukrainian side refused to renew it, placing the responsibility for this decision on Russia. Allegedly Moscow was the one who broke the agreement. 

As Russkiy Mir reported, Kiev announced its refusal to extend the comprehensive Treaty of Friendship last fall. Ukrainian authorities are also going to break about 40 different agreements with Russia. According to Ukrainian Minister of Foreign Affairs Pavel Klimkin, Kiev wants to do it unilaterally. Minister said that by today about 50 contracts with Moscow had been "killed". He has no doubts that the case would move faster, but it should be done carefully, because the rejection of some of them may adversely affect the citizens of Ukraine. 

The Foreign Ministry recalled that Moscow has repeatedly noted that it is ready to discuss suggestions for modernization of the bilateral legal framework, including the Treaty of Friendship. 

Ukrainian authorities are violating certain articles of the treaty grossly and systematically. In particular, the one according to which the parties guarantee “the protection of ethnic, cultural, linguistic and religious identity of national minorities on their territory and create conditions for encouraging this identity”, and also pledge to “promote equal opportunities and conditions for learning Russian in Ukraine and Ukrainian language in Russian Federation". 

Instead, Kiev has been purposefully attacking Russian language and the rights of Russian-speaking population of Ukraine for several years now. 

Independence authorities have adopted several documents that legally restrict showing Russian movies and TV shows. They also restrict access for books published in our country to Ukrainian market, and do not allow Russian actors to perform tours in Ukraine. 

The scandalous law "On Education" actually prohibits education in Russian. It continues the policy of total Ukrainization and the infringement of the rights of Russian-speaking population in Ukraine.
