Representatives of the Presidential Administration of the Russian Federation, Ministry of Foreign Affairs of the Russian Federation, FADN, Rossotrudnichestvo, Rosmolodezh, senators and deputies of the State Duma, heads of regions, scientists, historians and political scientists, media representatives, businessmen, compatriots attend the forum.

The Forum starts off with a public dialogue focusing on the significance of Catherine II's manifestos, with support from the Russian Historical Society. The agenda includes the operation of information and advisory stands, discussion platforms, and main thematic sections. These sections encompass topics such as the "Media Image of Russia," "Everyone's Responsibility for the Common Future," "Foreign Specialists in Russia: Reasonableness and Demand," "Russia - a Country of Opportunities," and more.
